A beautiful building that attracts attention is in a so-called "Palladian" style (in honor of the Italian architect Andrea Palladio (1508-1580)). The style relies on a strict symmetry, taking into consideration perspective and principles of temple architecture of ancient Greece and Rome.

Six statues are placed on the cornice of the building – standing male and female figures, in antique style. The statues are made of concrete with granite chips by sculptor V. F. Razumovsky based on the drawings of architect A. E. Belogrud (1913-1914). The height of the statues is 3 m. The construction works were carried out on site violating manufacturing techniques, which caused severe damage to the statues. The monument was closed in the mid-1990s and in 2002 after renovation work was opened again.

Women, men and lion masks are also used in the decoration of the building. Above the windows of the fourth floor there are reliefs depicting crouching male and female figures.
