Charity used to be spread in XIX century much wider than now. Perhaps it is so because the rich people used to have a bit different moral looks.  In the 90s the Emperor philanthropic society bought from the widow of the merchant of the second guild Emiliya Ivanovna Hinter the house and the land comprising “26 Geslerovsky lane, 9 (now 13) Bolshaya Zelenina st. and 31 Kolpinskaya st. houses”.
This building became a House of the cheap apartments of the Emperor philanthropic society. The questions of the cheap accommodation were as vital as they are nowadays. The industrial city was growing and developing rapidly. And the similar houses were rather popular also in other Russian cities. The inhabitants found the accommodation here for little money. But very often it was paid by the charity people, too.

                    [comment] => abolox, здорово. Прям по первому фото сразу думается, что дом на Петроградке. Этакий свой стиль у них есть, отличный от других районов, как мне кажется. 

Интернет говорит, что в 1830-х годах было порядка 200 жителей, кстати. Да, если сравнивать эпохи, то сейчас "о времена, о нравы".
